Neighbor Doesn’t Want Kitten

My neighbor got a kitten around a month ago, but a few days ago, he told us he doesn’t want the cat anymore and is upset with it. The kitten scratched his arm, and now he wants to give the cat away. The problem is, he doesn’t want anything to do with the kitten at all—he’s not letting it in the house, not feeding it, and not caring for it in any way.

From my experience, the kitten is actually quite friendly. It purrs a lot, is playful, and doesn’t attack. It doesn’t enjoy being picked up, but it just meows without scratching.

I let the kitten sleep in a room tonight because it was raining, but I can’t keep it since I already have two cats and can’t afford another. I think my neighbor should take responsibility and care for the kitten until he finds it a new home, but he’s basically abandoned it.

I’ve tried asking friends if they want the kitten, but no luck so far. I’m scared it might end up in a bad home if I give it to a stranger. I’m considering calling shelters, but I wanted some advice on that or any other suggestions for what I can do.
