Should pets have access to water 24/7... anyone know?

I know this might sound like a silly question, but I really need some advice. My mom has always let our dogs and cats eat whenever they want, but I’ve been trying to limit their food a bit since some are getting a bit chunky. A dog trainer told me that food should be limited, but now my stepdad thinks we should restrict their water too because they have accidents sometimes. He got really mad when I asked about it, saying the trainer said to schedule food and water. But no one has ever said anything about restricting water. It just doesn’t make sense to me. What do you all think?

Absolutely not! Never restrict water unless a vet says to. What if the dogs get hot and need a drink? They could seriously get hurt.

In Australia, it’s actually illegal to limit a pet’s access to water unless a vet says so. They must have clean water at all times.
