Neighbor keeps new dog on balcony

My neighbor in the apartment building got a large white dog and has been keeping it on the balcony for the past week. I think I’ve only seen it inside once. It barks a lot, which is bothering me while I’m studying for an exam. We live in Canada, and it’s getting colder—I feel bad for the dog. The neighbor talks to it nicely in a baby voice, but I don’t understand why she wouldn’t keep it inside. No one is home, and she leaves it outside on a small balcony. When we told her we didn’t like it, she said she was scared it would bark at her if she brought it in. My boyfriend thinks she didn’t give a good answer.

Can you file a noise complaint? I’m not sure how it works in Canada, but it might be an option.

Do they have animal control there? If it’s just out on a balcony all day with no shelter, then that’s neglect.
