Is my landlady neglecting her pets?

So, I rent a room behind a house where my landlady owns a chihuahua and a kitten. Both of them stay outside and there’s no pet house. I noticed that the temps were going to drop to freezing, so I asked her if she was planning to keep the pets inside, and she said she would. But later, she decided to leave them out, expecting them to find shelter under a brick grill, which is not good at all. The chihuahua was sick and had been vomiting earlier, and my landlady knew that. I did my best to help by giving them blankets and pillows, but all she did was clear out junk from under the grill. After one night, I insisted she keep them inside, which she did but only reluctantly. The next night, I assumed she’d do the same since it was still freezing, and I even offered to help set up a barrier to keep the pets from running around the house. She pretended not to know it would be cold and thought they’d be fine outside. We almost argued about it, but she finally agreed to bring them in again. I feel like she just wants me to stop bringing it up so she can leave them outside. I really don’t want to back down because it’s too cold for them, and I have a feeling we’re going to clash. Am I wrong for wanting to look out for these pets?

You’re doing the right thing. Those poor animals shouldn’t be left out in the cold like that.

Yeah, it seems like neglect to me. I don’t understand how she thinks that’s okay.

That’s a good point, but she might not be willing to let them go.
