I am upset and don't know what to do about my neighbor's dog... should I report it?

I will try to keep this quick. I live in a pet-friendly suburban area, and I have a dog myself. My neighbor across the street has their dog outside 24/7 in a fenced yard. This poor dog barks at everything—cars, people, even me and my dog when we’re outside. They even leave the dog out when it’s raining! I feel so bad for the poor thing and don’t know if I should call animal control or contact my landlord. I remember something in my lease about not leaving pets tied up outside, though I’m not sure if this dog is tied or just runs the fence barking at us. I want to do something because this just feels wrong. Any advice is appreciated.

Edit: Thanks for all the advice! I’m planning to call animal control tonight. I was nervous since I hadn’t seen them physically abuse the dog, but it did seem neglected. It’s pouring right now, so I’ll check to see if the dog’s still outside. Last night, it was just lightly raining when I noticed the dog barking at us during our walk. Hopefully, we can help this poor dog.

I think you should definitely call animal control. That dog deserves a better life!

Yeah, sometimes they won’t do much if the animal has basic needs like food and water, but when I reported a puppy left outside in the freezing cold, the officer gave them a warning and told me to call back if things didn’t improve. It’s always a good idea to take photos and videos to document it. After a few calls, they ended up evicting the owners, though I don’t know what happened to the puppy. Keep at it, even if they don’t act right away.

Try submitting complaints to animal control. I had a similar issue, though the dog near me was more aggressive and kept getting off its chain. They finally removed the dog after a few complaints. Hopefully, you’ll get a caring officer!
