Did my neighbors mistreat their dog? Is it mistreatment by law?

It’s been on my mind the last few weeks. I witnessed my neighbor carrying their pit bull by the collar—didn’t even see its feet on the ground, but the dog had its tail between its legs. They were furious at it for dragging their trash out again. This dog runs free and has even dragged off and eaten my baby’s diaper in the past. Could this behavior indicate it’s not being fed properly? I saw this happen, and it really upset me. Animal control has been unhelpful, and I can’t get the police to take action either. Any thoughts?

This is cruelty! You should report it—it’s not fair for that poor animal to face abuse.
